Key Takeaways:

  • Last night, Chelsea were fined £10m and received a suspended two-window registration ban for offences dating from 2009 to 2022
  • The original six-point deduction handed to the club was “set aside” on appeal and suspended until 30 June 2027
  • All reported breaches concerned activities under former owner Roman Abramovich, with the current owners co-operating fully

Details of FA Sanctions and Appeal Outcome

Chelsea have been ordered to pay a £10m fine and have received a suspended ban prohibiting the registration of new players across two transfer windows, following historical breaches relating to payments to football agents between 2009 and 2022. This action followed Chelsea’s admission to making £47m in undisclosed payments to unregistered agents and third parties for transfers occurring between 2011 and 2018.

Originally, the club faced a six-point deduction suspended until 30 June 2027; however, this sanction was “set aside” following a successful appeal. The Football Association (FA) confirmed that the offences were self-reported by owners Todd Boehly and Clearlake Capital, who disclosed 74 breaches of FA regulations upon their acquisition of the club in 2022.

The regulatory commission initially set the fine at £26m, but it was reduced to £17.25m for self-reporting and, as written in the commission’s statement, the “exceptional and unprecedented nature” of the club’s co-operation, which “amounts to mitigation”. An early guilty plea led to a further cut to £11.4m and, taking into account fines already imposed by Uefa and the Premier League, the total was finalised at £10m.

Regulatory Context and FA Statement

The FA stated the penalty represented an “appropriate” measure to punish the club, deter similar misconduct, and maintain the integrity of the sport. It was further confirmed that the £10m received from Chelsea would be invested into grassroots football across England. The commission emphasised the importance of Chelsea’s disclosure, remarking: “Had the club not brought these matters to the attention of the FA, it is unlikely that they would have been discovered.” The points deduction was suspended as the FA did not formally request one and the Premier League chose not to impose it.

All of the suspected breaches occurred during Roman Abramovich’s tenure as club owner. In a separate case earlier this year, Chelsea were issued a nine-month ban on academy recruitment and fined £750,000 for registration breaches involving academy players from 2019 to 2022.
